No power to fuel pump

I have a 89 Accord DX ( carb model), with no power going to the fuel pump, i have done bypass test with fuel cut off relay, and there is no power at the 15A fuze. need help please

There is an electrical troubleshooting guide available here for free download. I forget the link, but a quick search will guide you in the right direction. Haven't had any fuel pump issues myself, but the fuel relay seems to be a common issue amongst 3geez. The guide will tell you how to identify the issue.

no power at either terminal of fuse 1 with the key in run? if there is an issue with power from the ignition switch a lot of circuits in that fuse box would be dead, you cant measure voltage at the pump with the engine off, you did the bypass of the safety relay?
