What would cause the fuel pump not to turn on. Besides the main relay what could it be.

a break in the wire, or a bad fuel pump(or fuse...)

Will that also prevent the PGM-fi light to come on when the key is in the second position?

with my pump being bad, it didn't register with the check engine/pgm-fi light. it would falsh on for a sec when you turn the car on, then turn off, just like normal. check your fuse first, then check to see if you're getting power to the fuel pump. i just did mine today http://www.3geez.com/showthread.php?s=&threadid=10215
