My 1989 accord lxi 2.0l uses a lot of gas n has a hard time starting

Hello my car is using a lot of gas in having a hard time starting. I just re did the head n new cam . The cam is a oem from honda. Could it be the cat. I had the head put on at a shop n the guy didn't torque the head bolts right so I had to change it and I did it right.the head gasket blew and I put water into the whole exhaust system.

I'm not sure what would happen to a cat if you filled it with water, but it wouldn't surprise me if it clogs it up.
