a stuck caliper or a broken suspension piece

Sounds like a seized caliper. Jack the car up and try to turn the wheels. If it's really difficult, then it's stuck. And hear for the scrubbing noise you were talking about.

First remove the lower 12 mm bolt and loosen the upper 12mm bolt that hold on the caliper. Tilt it upward and use a C-clamp and a bolck of wood or a wrench or something to puch the piston back a ways into the caliper. Put everything back together and see if it sticks again after going for a short drive. If so, you probably need a new (or reman) caliper.

Check your pads and disks too, this wears them out much faster than usual.
