the short answer is usually no but sometimes a little more timing helps with torque and makes the car drive better.

Read thru your other post. Getting you choke set will help a lot. Idling a car uses a lot of fuel as you can tell by the exhaust smell.

Keep the car out of OD might actually help your around town mileage by not bogging down the motor.
