Headlights wont go down

Just bought an '88 LX sedan, and the damned flip up headlights are stuck in the upright position! Checked all the fuses, they are all good. Are those lights powered by motors or a vacuum setup or what? What do I need to do to make the things work again? Thanks.

i have done this before. and in my case it was the button on the dash that makes them go up and down without turning the lights on. its next to the button for the rear defroster. check it out. it may be that simple. even though i doubt it. and i know there are some manual opening thing under thge hood on each side. the both have covers over them with arrows. they are behind the light assembly.
