Quick speedometer question

My speedometer + odometer works intermittently..... meaning, sometimes it will go up to 30mph then drop to 0mph and stay there (until I come to a stop and then restart) Also, when the speedometer reads 0 mph I notice the power steering is full on at all speeds.

My suspicion is that the speed-sensor has gone bad?
Also, what kind of materiel is the bottom gear on the speed sensor made out of, is it metal or plastic?

Well it looks like I found my answer...... Do to a very brief description in the shop manual, it's very easy to get confused on what's happening in this area of speed-do-honda all la'mode.
