i have a few rust holes in the fenders of my car. i was wondering what is the best thing to fill it with. i heard at a shop something like naval jelly. if thats it where could i get some

Personally I would go have it professionally fixed at a body shop. Have them weld it up. Bondo tends to not last that long. Welding it is worth it in the end.

that is why i wanna do it my self its gonna be 1000 for the paint job and thats if i clean up my car
