This is fast idle for a fuel injected motor, don't worry as soon as the car reaches it's normal operating temperature the fast idle will disengage and the idle will drop to 700-750rpm and will idle normally. If the car wouldn't fast idle then the car would run like crap when you start it cold and drive it around.

How?

When the antifreeze surrounds this thermowax (it's like a sensor but it's not really) on the bottom of the the plunger this plunger (air bypass valve) allows more air flow to the intake manifold which will increase idle.
So when the coolant increases temperture the valve then closes and the fast idling stops.

Hope this explains it.

Clean the fast idle valve.
Do a search on "idle problem fluctuates blah blah blah"

Oh yeah, make sure that your cooling system is not leaking and there are no air in your cooling system.

i had the screwy jumping idle, and i just fixed it today by bleeding my coolant system. It had air in it. See the how to section.
