No, the switch can have an unused mode. Think of it like this: You can have a relay, often a dual pole, dual throw relay that controls 2 things, and it may not have a wire on one of the normally open or normally closed contacts, it still functions.

I'm sure noboby pulled a wire from your harness. Now if you found a wire or had a wire broken off with the pin still in the socket that is a different story. You can also download the manual and look at the diagram yourself.

Probably one or more bad relays. Mostly they are in the fusebox under the hood.Try switching around some relays and find the faulty one.

Ok so I'm new to all of this by relays do you mean fuses? Because I've checked all the fuses and none are blown. Also if I push the button in and try to manually put the headlights down they won't go down so I dont know what's going on I've read that the negative can be broken but I have no clue where that would be and the manual I have isn't all that helpful since I have no clue how to follow the diagram

The relays are not fuses. They are bulky looking, mostly in the fusebox under the hood. Often one for open, and one for retracting.

I'm not seeing any relays that say they are for the retracting just the fuses

Are you sure all fuses are ok then [emoji780] Sometimes they look good but are still bad, only checking with a multimeter can tell for sure,or just swap them for new.
Could also be bad grounds.

Mine is a 2 gen Prelude, not sure of all grounds on the Accord.Just read the diagram or explore under the hood. Hope you solve it. They are just not getting current to them, one way or another.

You can download the Electrical Troubleshooting Manual from the link in my signature. It has lots of detailed pics, explanations of how the circuit works, how to read the diagrams and where all the components are located, including the grounds. :)
