89 accord side turn signals not working

I’m back again with another problem with my accord lol
So the side turn signals, the ones next to the pop up headlights, won’t turn on. The actual light when you turn on your headlights work but the turn signal portion won’t if that makes any sense, the bulb has been replaced but it’s never worked

They dont flash as far as I know, only the bottom signal lights in the bumper flash. Conversely the lower signal lights dont light up with the headlights.

Dont know how it passed DOT rules but it did.

x2. They don't flash. They don't shoot a light around the corner like Caddies at the time did either.
