I stripped my interior to work on it and I don't really remember where this went. It's under the dash, maybe driver side, yours won't be black, but it's got this big round hole

this does not look familiar but my guess would be that it attaches to the underside of the dash panel that you remove just to the left or right of the radio.

I dont think its from the center section, the bracket there wraps all the way around both side for that part. I am thinking it is the driver side bracket that the 10mm bolt goes into under the rectangular pop out cover between the door and the dash, but I can't see where it bolted to the firewall because the holes might be covered by dynamat rn.

Looks like an interior trim piece bracket for something under the glove box or part of the bracket pieces under the steering column. Im leaning toward glove box area underneath. Perhaps someone was trying to access the blower motor. There is a hole for a bolt at the top of the bracket. See how that hole is rectangular where as the others are larger circular holes for bigger bolts? That is meant for adjustment from left to right before tightening so you can square up the glove box so it closes correctly while also holding the trim pieces underneath at the right angles. You have to remove this bracket and trim to access the blower motor under the glove box. Some people never put that piece back or the trim. Send a pic next time of the interior of the car because im still only 90% sure its glovebox underpinning brackets.

Dude I took my dash out, I just dont remember where this one was. It kind of fits on the driver side, but it cant reach the screw holes. I would think the top threaded hole would be the bolt in the side of the dash and the lower one would be something like the fuse box.

I found a picture in the manual that shows this part (#5 in the picture):
