if i removed this would i still be able to put the rear bumper on?

yeah, when i had my crx, i replaced it with a 2x4- much lighter

No you will not be able to put your bumper back on.

And then it will fall off once the wood rots or splits.

wait i thought i read on here before that there is a way to remove the support bar or something back there and still be able to keep the bumper,

maybe its called something else, but i know my friends 4th generation had somekinda safty bar back there, he removed it when he put his bodykit on. so there would be no way to keep the bumper if i were to remove this? is there any parts in there that dont hold the bumper and are just there for safty incase of a rear end collision? im looking for some weight reduction

what about the front bar? didnt A20A1 do something like this? can someone help me find that thread?

You just need to whip up some sort of bracket to hold the bumper skin in place, then hope no one rear ends you. You'll also fail safety inspection if they happen to look and notice.
