Rust repair question !!!

those bastards from honda, when they built those cars, had the stupid idea to install this kind of rubber cover over the interior on the back fenders now it's all rusted i even took out small pieces of rust once i ripped them off

is not that bad it can be repaired pretty easy

i just have a question on the steps that i need to follow in order to do a good job

1.clean the spot sand paper the thing 2. then apply the plastic metal thing (donno how to call it )
3. after that sand paper and give it a good shape
4. spray some primer
5. ,clean with water
6. then apply a couple of layers of paint (2-3) right ?

don't you need to weld a new sheet of metal ! or it's not that bad !

well it's missing like 2 inches on every side, but you cant really see it so i wont complicate the situation

i am not talking about looks here ! if you don't do i right it will spread more and more !
anyway i 've heard of stuff that just burns teh rust off and stop it from spreading around the old rust area !
i think someone on the board knows the name!
