WEBER carb!!!! www.carbsunlimited.com
Headers (pacesetter or DC Sport)
Straight Pipe
2.25" or 2.5" exhaust piping
Performance muffler
Ram Air Setup
Camshaft
Pistons
etc....

Oh and what kind of budget are you on? That will be the deciding factor for everything.

start out with a reground camshaft and a full tune-up

this will get you up to about 100HP (98 for starters)

With most reground camshafts the require upgrades. Like mine for instants required upgraded carb, upgraded headers, upgraded exhaust, and upgraded intake. So he might be better off with other things first or his car won't run the greatest.

I don't know I was running a regrind as my first and only mod on my LX and it ran/idled fine...Gave a nice increase in power too!

I would say first of all do the basics. All filters, belts, change all fluids. Then I would say as basics maybe custom exhaust, headers, new carb...possibilities are limitless.

infecto is correct. Get the car a tune up and all the goodies. Both fuel filters, plugs, plug wires, PVC valve, air filter (K&N).

Ok get a K&N filter for the stock carb (only if you cant afford the weber) and then take that plastic tube off the metal box. That will act as a short ram intake (sort of) And it will have a nice sound. OMG I almost for got flip the airbox lid.

lol the flipped lid alone will give ya 50hp ;-)

Everyone knows the traditional I/H/E (2.25" seems to be the best?) and those weber carbs are nice.

Don't think that the a20 doesn't have potential, it just may take some more custom work than say the b-series engines.

From personal experience, a Full tune up will do a world of wonders. My tune up consisted of; Wires, plugs, cap&rotor, tranny flush, rad flush, oil change, air & fuel filters and adjusted the timing(just to be on the safe side) It ran like new!
