Price for an 88' LX-i (sedan)???

Ok my g/f's sister is looking at buying an 88' LX-i and the guy wants $1400 for it and I was wondering what we should offer him for it and if someone could do a VIN # check for me so she doesn't get screwed. She wants a good dependable car and I have talked to her for hours and hours about the car and stuff but we need to go and check it out in person. I has new brakes and good tires. It doesn't have a sunroof but she doesn't care. So what do you guys think about a price on it? And if someone could help me help her out with the carfax or whatever report.
