Want to fix rust spots

I have a rust bubble that cracked open and now is about the size of a quarter on my driver's side lip above the wheel. I've got a bubble on the other side. My question to you is, what do I do? What are the steps I should take to fix these, and where should I get the paint?

rust sucks. i have the little bubles on the 94 and it's spreading rather quickly. i don't believe that it's completley rotted through yet so we'll most likley just grind it clean and smoothe it out with some filler than paint it. as for my 88, it has so much bondo where a chunk of the quarter panel rotted away that i can't believe that it isn't lop-sided. but you can't even tell so i'm not really worried about it.
