If i lower my 89 LXi 2 1/4" all the way around will i still be able to put on 17"rims with out any tire rub?

As long as you use a compatible size tire, you can do it. Here is a tire size calculator that will help.

run 205/40-17" tires and 40mm offset and you should have no problems.;)
