Re-mounting my rear bumper?

Ok my rear bumper on my hatch fell completely off a couple months ago, and now I just have about 8 screws holding it in place. It is beginning to sag again, here is a link to pics of it http://www.3geez.com/showthread.php?s=&threadid=19385
Does anybody know of any methods to hold it up tight that will last longer than my screws? Has anybody else had this problem?

well, the best way to address this problem would be to take the plastic cover off with a metal bumper.
when i took my metal bumper i found that it was rusted through.
