pop up controller

I found this popup controller on a webpage and i was wondering if anybody knows about these things. I've emailed them about it and i'm waiting for a reply as to exactly what it does.

I think it's something comenly refered to as sleepy eye mod (i'm not sure if that's what the controller is so don't qoute me on it, just what it COULD be)

Just got an email back from the website saying that it does let you control the movement of the headlights and it is universal. They want like 80 bucks for it though........
