Well i have a stock 89 LX-i and i want to do some mods that will give me straight up power. i only have $700 to spend so if anybody could give me a list or something that i can get with that kinda money.

Well for starters:
Some headers and a cat-back exhaust and straight thru muffler. Check nopionline for the options and prices.

A cold air intake and if you are not using the A/C removing the belt for it.

An improved grounding system for the engine. A cleaning of the injectors, flushing of the radiator, replacing of the ignition system for better response, replacing fuel filters, replacing of the pads and inpection of the rotors and clearance.

And some high octane gas with an extra bottle of NOS octane booster. Or you could scrap everything I suggested and buy a used NOS kit and refill the bottle. Around here, its $6 per lb.

search young one, search. all this info has been coverd 100 times over and you just need to look for it. if you don't want to swap (gonna cost you about 3K prob), you can get headers, CAI, and exaust that will bolt on to the A20.

$700 may buy you: headers, full exhaust, and CAI. if you gonna take it to a shop to install it. say good buy to $700 for sure.
i would say, for right now. you should be saving. You can get Turbo kit on this board as low as $1500.

Sean had one for like 2800 hundred I know, well, that's what he said awhile back anyways, other than that, use the search feature man, look around at turbo threads.
