depends
If your replacing them just take the clamp off and cut them. If you aren't replacing them take the clamp off and slide something between the hose and whatever its stuck to. I usually use a flathead screwdriver or an awl

i use big pliers, grab the pipe at the connector and rotate. this should do the trick.

If it's cooling hoses then replace the hoses with fresh ones. And grab a handfull of new clamps (The ones that are tightened with a srewdriver)

If it's vacuum lines then sometimes you can snip off the dried up ends and reuse the rest of the vacuum line for a tight fit... but sticking on old lines after they have been removed will usually create some vacuum leaks. So I would get fresh ones for those only if there isn't enough length to snip off the bad/used bits.
