I need to lower the idle no my car in order to take and pass emissions, last time i took it in, they said it was iding at 1250 and that they wont even test a car that idles abover 1100, so is it an easy adjustment i can do myself? and will lowering this cause the car to die when idling?

it is a black screw on the back of the carb.

is it the same on 86-69? Chilton manual seems to show different things, mines a 1987 lx

try the idle on the front first... usually the black screw is set the the lowest running idle, so if you turn it now then your car might have a hard time holding idle when braking and going into gear.

Adjust the screw on the front passenger side of the carb.
You need to remove the carb air cleaner. Turn the screw counter clockwise... and make sure your car is warmed up all the way before adjusting the idle.

You should just retune the carb. There is a good howto listed here.
