Should a test light come on if hooked up between the unplugged negative battery cable and the ground on the cylinder head?

Reason I'm asking is that it comes on when hooked up betwen the neg cable and the fusible link box.

Does this mean somethings not grounded?

...That means there is current flowing thru it...somewhere there is an electrical drain...make sure all accesories are off, no dome lite on etc, and test it again..
