if the bumper is sagging, i would remove the bumper and look for the problem.

Take your bumper lenses off. You should see two bolts on each side holding the metal bumper brace. Loosen those bolts, push up the bumper as far as it'll go, then tighten those bolts. See if that'll help. Good luck.
