2 Questions.

1. How many volts does the fuel pump want?
2. Could a battery go bad and read 15+ volts?

fuel pump wants at least 12.1 v The batter can never put out more than its rated for, so like 14.5v max. If youre reading 15+v with the car on you probably have a bad regulator in your alt, replace it or youll start burning out things.

Ok, that would explain why my pump wasn't pumping, it was only getting 7V. That is if the meter i was using can be trusted, it read 15V on the battery, then got so damned hot i couldn't touch it... it cost 5 dollars :)
What would cause the fuel pump to recive so little voltage, any ideas?

Yes, I've heard horror stories of this animal... I can hear it clickin tho... i suppose that doesn't mean much, does it

was the car running when you got the 15+ volts?
Check your voltages at the main relay too

Get a new voltmeter as well. I wouldn't trust it if it gets hot measuring voltage.
