Rust Under Back Tail Light

Hello experts in the appearance department! I have a question for you guys. I have a rust spot under my back tail light, and its an eye sore for me and i dont want it to spread. What do i use to sand it down and what do i do to conceal it? It is a dent were the rust is so how do i pull it back out? most of all i just want the rust to be gone...
