Are you talking about the little ligth or really the gas guage?
Because i thinks the 3rd generation accord have a lot problem with this little light but if you talk about guage its can be the sensor in you gas tanks that is perfored or the guage it self.
Give us more detail about your car. How much mileage do you have and did you replace the fuel pump or gas tank???

ITs an 89 Lx-i and it has 250,000 miles and its the factory tank and fuel pump. Its the gas gauge itself, not the light. It just stays on empty

You can try splicing the gas level wires together. If it's the gauge, the needle will not move. If the needle shows full when you splice it, it's the fuel level sender. Unfortunately, I've only done this on an older Accord so I don't know the wire colors. The easiest is to access the wires right by the fuel tank.
