Disconnected Wires..

I have an 88 Accord which has a Carb and while vacuuming the floor last night I noticed that there was some wireing that was disconnected. Essentially it was a red and black wire and it had a plastic tube wrapped around it. If someone could tell me what it is, and how and where to reconnect it that would be fantastic.
