i know with EFI it does but what about with a carb?

it won't matter, any cold air will help, doesn't matter what it will go thorugh.
The cold air helps because colder air is denser than hot air. However i think that if it gets too cold the fuel doesn't atomize well or somthing wich can acutally degrade performance

well cold fuel is also ok if you have a hot manifold... but I removed the manifold heater so I need the warmer fuel.

each 10 degrees decrease is about 1hp. in some cases cold air intakes are 60-80 degrees cooler than the air in the engine bay=6-8hp
