How do you reach the bolt next to the guide pin when removing the instrument panel?

You mean the instrument cluster of the entire dashboard?
Instrument cluster doesn't have a guide pin. Just pull out the switchboxes underneath the cluster and pop off the cover on top. Then unscrew the 6 fasteners and pull the cover off. To take out the actual cluster you will then have to reach behind and disconnect the speedometer cable and wiring harness.

I'm talking about the whole dashboard not just the speedometer, cause I've already done that. I think you have to remove the clock to get to the bolt cause thats the only way I can see to get to it but I'm not sure. If anybody does know then please reply.

Yes, you do have to pull the clock out. It's a bitch and a half.
