What is the purpose of the black ring underneath the rear bumper?

Love the car, love the rims, always.
Do the louvers on the back help with aerodynamics? I was wondering if louvers are supposed to be fucntional and if they act to to reduce drag or increase downforce.

i think that ring you are refering to is a tow hook, yes? anyways, the car is lookin good with those rims. good choice, but you always have cool rims so not surprising.
