It has like a paint texture...and is still liquidy... any ideas?

kinda looks like coolant.....but what would it be doing in your carb box?

There are coolant lines attached to the carb...
But that's not coolant, i had the same thing. Your Air box is rusty. Gas mixes w/the rust and VOILA! that's what you've got there gas/rust substance.

ya thats the gas rust mix happeing their dude just wipe it up
