The break is the torque needed to loosen the fastener. I think prevail is some sort of percentage of the tensile strength of bolt to torque used most. (not excatley sure on it)

This one site I found
www.type2.com/library/chemicals/loctite.htm explains at the very bottom of their chart about break & prevail:
Breakaway torque = torque that needs to be applied to first move nut
Prevail torque = torque that needs to be applied to move nut
Another site mentioned that break was what was initially required to move the nut and prevail was the force required to move it 360 degrees round but it didn't make too much sense to me. Anyway, this is all I found so far.

The following site
www.ken-co.com/permatex/threadlocker-red.pdf+loctite+%2Bprevail+torque+%2Bbreakaway+tor que&hl=en&gl=us&ct=clnk&cd=12
describes breakaway & prevail torque as follows:
Where Breakaway Torque is the force required to initiate the fastenermovement and Prevail Torque is the force required to disassemble thefastener once Breakaway Torque has occurred.
I dunno but this one makes a bit more sense to me.
