Pressure regulator?

I think that's that it's called. The little white thing behind the valve cover that has vacuum #32 into it and two other hoses. My question is...where does the hose that connects to the top connector lead to? I can tell the there used to be something on there because the outside is white and the inside is dirty. if i cap it, the rpms go down, and if i let it go, rpms go flyin. please help.

we don't have a fuel pressure regulator behind the valve cover.
It's probably for the air suction.

well im not sure exactly what its for, i just was wondering where the hoses go to. i have #32 hooked up and the other lower hose but the top one is no longer there.
