Does it have any performance potential above the 100 horse and is there a downdraft or PGFI manifold that bolts up to it

well you have actually a few choices. seeing that you have 86 engine in 84 lude i would assume you can swap A20 instead of your old A18.
get A20 block. take original ET2 head to a machine shop and let them clean it it, if they can do port and polish, get new valves and valve guides installed.
put head on the block and install the engine.
call this people http://www.piercemanifolds.com/yourwebers9.htm and tell them you have ET2 head (same as A18 head) and you need manifold for DCOE carb setup.
get manifold, two carbs.
call delta cams, and get camshaft 272 grind should be good.
get yourself header, full cat back exhaust, and chage the catalitic converter.
this setup should be more than enough for you to start. you should be in the range of 130 at the wheels at least.
