My car right now is black and i am going to paint it dark blue, so my ? is will i have to change the title or something like that from black to blue?

you will probably just have to change the color on the registration next time you renew.

yeah at least in CA you dont need to change anything. just wait till the next time you need to register the car to change the information. no use in paying for reg twice :D
