My renewal is due today and I had to bring it to a test-only station. And I failed. Basically, he said it failed because the timing is off and I might need a new catalytic converter. My car has 311,xxx miles and still has the original cat.

check your timing. it should be easy to do. get timing light, manual and about 30 minutes of your time.
since the car has 300K+ i would change the cat. they are not that expensive on ebay. Don't fall for cheap cats. look for real one. I bought mine for $77 shipped to my door.

bummer...i passed with flying colors....slightly worse then my girlfriends stock 94 dx civic

yeah fix the timing....get a bottle of seafoam...put some in the tank and some down the brake boster hose....run the car hard for like 30 mins to get the cat warm....take in the car....and it should pass...mine passed that way...i was happy.

With that many miles, you could or have toasted the catalytic converter with the timing off for a extended period. Some ways of telling if it is clogged, it first to see if the cat is getting extremely hot or starting to glow red. The second way is to test the backpressure. Take off your O2 sensor, install a pressure gauge into the hole & see what kind of back pressure readings you have.
