Junkyard said they're not allowed to sell cats to the general public. Anyone know the reason?

It might have to do with emission laws

Has anyone actually been fined the maximum amount ($25,000) for messing with their cat? Or is this one of those law that never gets enforced?

Who is enforcing the rule? The mechanic when you take your car in for annual the inspection?

If mechanics has been granted the power to give people tickets, that's outrageous.

The main reason the junkyard won't sell you a used cat is because they know it's illegal to sell used cats. Some people have been stealing catalytic converters off cars, because they can sell the platinum inside them.

Around here, it's illegal to put a used cat on a vehicle.

The yards around here cut the cats off before they put the cars out.
