So I went to air care the car, and I passed in everything except the carbon monoxide levels while driving, idle is fine, I have 3 months to fix this, what could be the cause/cure!?

I'm glad don't have to have my car inspected. I did when I lived in PA, yearly, it was annoying. I don't think my car would pass an inspection.

You got some unburned fuel issue going on. Here are some things to look at & replace. Make sure the timing is correct. New plugs, wires, coil, cap & rotor, 02 sensor, EGR. (depends on if they are old & don't pass testing procedure).
Last but not least, catalytic convertor is gone.

i had an 88 camry that failed for the exact same reason my dad cleaned up the EGR and it passed like prunes thru an old person

high CO means you are running rich... most likely its a O2 sensor or a temperature sensor (intake temp or coolant temp) issue. it is possible to be ignition related if your parts are old but most likely it's one of those sensors. YOu should invest in a multimeter and make sure the sensors are within their specs.
EGR helps you on your NOX test. Just make sure the diaphragm on the EGR valve holds vacuum.

Could it be something I did installing the CAI, I had to make holes for the vaccuum hoses, and maybe the nipples arent big enough?

well the CAI does not help...you should put it back to stock while you go test it.

I agree with ddude2uc. I'm from Ontario and we've had emissions testing since around '98. Most of the time cars will fail because of a bad EGR (high NOx) or a bad catalytic converter (high CO). One trick that I know of is putting in premium fuel ($10.00 worth on an empty tank and 1 litre of gas line antifreeze or methyl hydrate). The mixture burns insanely hot and it will usually work provided nothing on your car is too far gone.
PROOF-- Buddy had a 91 civic dx took it in and it failed on idle and 40km/hr, so we used that trick and did nothing else to the car. IT PASSED BY A MILE
Only bad thing is that you should immediately go fill the car up with regular gas after the E-test because the mixture could potentially damage your engine.

did you run the car on highway for 30 minutes?
it would warm up the cat so you should pass with flying colors.
