I think that's something off of a combine harvester lol
But no it looks like something that's been cut off a rear bumper, flipped around and attached to the front bumper. like the lower part of this kind of style rear bumper:

At first I thoat it was kinda cool, but later on. Its just way to much. I think thet one came from a chevy wan or somethin like thet.

Maybe it's been turned into a riding lawnmover.I think it says snapper on the back.
