87 Carbed Redlines on Startup

I know this falls under idle problems, but I can't find a similar problem on the forums. When I start my rig, the rpms climb up to about 7,000 real fast. I can use needle nose pliers to make sure the throttle cable isn't stuck. Would the fast idle valve cause this? Thanks for any tips. I'm afraid the engine will blow
