car's idle is looopy and makes a very weird hissing sound at idle

it will also make the hissing sound at various throttle posotions

i have figured out where the hissing is coming from, could this also be the source of my idle woes?

the sound is coming from that opening on the TB..when i put my thumb over it and cover it there is a bit of suction on my finger and the hissing goes away

i started the car up from being cold (hadn't been run since i got home from work at 5am) and put my finger over it and the idle stabilized a few times then went back to being loopy

also im low on coolant...i bought some and when the car cools down a bit im gonna put that in

soo wtf is that hole for in the TB? is that causing my problem?
