I had a similar problem. And I replaced my horns and that fixed it. But I was reading around, and some 3Gee'ers have said that the Cruise Control shares a circuit with the horn. Check those fuses, and maybe use a light tester to see if you have any power to the horn down on the driverside under the bumper light. I had power to one of the wires down on that side when I grounded to the tow hook & the steering wheel completes the ground to the horn, if I'm not mistaken. So if you get power to the wire by grounding to the chassy your horn is not properly connected to the steering column and there is probably a loose ground wire dangling somewhere. Hope this helps.

Under the wheel there is a 3 sets of rings and brushes, 4 for an SE-i. The brushes rotate against the rings when the wheel is turned, keeping contact with the horn, cruise control, and radio wires. They are usually the first place to look when having problems with those functions.
