Question About timing

Hello Fellow accord owners. I have an 1989 accord A20A3. I am trying to set timing on my engine. I pluged both vaccum lines to the distributer and within rpm range while warm. The only way to get 4 degress before TDC is with the distributer all the way retarded. Does this sound like a timing belt being off a tooth or something?

why are you trying to get 4 degrees before tdc? At idle it should be about 15 degrees before tdc
