Pull the trunk seal and clean channel, might have to drill some drain holes.

Clean out and drill drain holes at the lowest possible point. You may want to remove the tail lamps, you'll also be able to reseal with silacone. Still drill drain holes.

Not sure what year or body style, but I believe nos. 4 & 11 are your problem. Replace them and you should be good to go.

Replace the seal between the light housing and trunk lid. If that doesn't solve the issue, pull everything back off, pry off the lens on the housing(will need heat). Use silicon to reseal it. Problem solved.

my old 3gees lights kept getting filled up with water and shorting out my light bulbs... not fun lol so what i did was removed the tail light and drilled holes in the back and on the bottom so when water got in them it just drained out and never blew a bulb again :)

sounds unnecessary, i cant see doubling doing any good unless one on its own is still having the problem. probably be best off saving it for future use or selling it on ebay or something unless you need it.

Tried it, it makes them stick out too far so you can't bolt them back in.

you can buy that foam gasket material lots of places, try mscdirect.com use your old ones to make a pattern and cut the new one out with an exacto knife, use something round to punch the holes in the gasket for the bolts.
