Hi savvy 3Geerz!

I was just wondering what would be the best muffler to replace the OEM muffler?

Define 'best.'
Magnaflow is the generally-accepted nice one that sounds good but isn't annoying. When I redid my exhaust on my old Accord I had new tubing from the cat back (deleted the first resonator) and put a new OEM muffler on, sounded pretty good. Not any louder than stock.

Basically I want the car to make noise when im going fast and not all the time. Its annoying for a car to always be making noise.

Yep, Magnaflow. Keep your cat and put in another resonator before the muffler.
'High-flow cats' (usually test pipes) make a lot of noise.

Would it be ok to just cut off OEM muffler and add a new high flow?

Yep. You won't get any power whatsoever, but it will look and sound different and, let's be honest, that's what counts.

Flowmaster makes a good muffler that looks stock and sounds deaper , and you can pick one up from vatozone for about $89 bucks

... Or you could skip the side of beans and rice and save for a real exhaust.
