If i was to wire in a new 12V socket, as well as 2 LM7805 regulators, could I just put a fuse into an empty slot in my fuse panel and wire off that or do I need something special?

if there's an empty slot in the fuse panel it means the matching pin in the harness piece that plugs into that bus is missing. if you remove a pin from a piece of harness at the junkyard, find the missing slot in the plug going to the fuse panel, then you can pig tail off of that wire and put a fuse in the slot. all the missing fuses ar wired from power in to the output side of the panel. it's just the other matching pin for the circuit is missing.

No, the spare slot are not active. As Lost was explaining to you that is tha way to go. Unless you just run a fused line directly from the battery. But anything you leave in there can act as a parasitic draw on your battery. Unless you throw a switch in it.
