It recirculates the cabin air instead of drawing in some fresh air. Thus, when initially cooling down the car, once the inside temperature is less than the outside temperature, recirculate will cool it down quicker, and keep it colder, as it's not bringing in hot outside air.

However, people exhale moisture, and if there isn't some fresh air makeup, then the windows will eventually start to fog up from the high humidity.

Running the A/C will prevent the fogging too.
