^ i'm assuming it's to either capture or redirect the emissions, kind of like the sniffer they hook up to your tail pipe at emissions testing locations.

Hes part of the vast majority in this state whos county has more extra land them people to use it. If you live in snohomish or king county then you have the test, otherwise the remaining 24 counties dont require it.
